To use or not to use a condom for sexual intercourse is the result of a combination of several interacting factors. From the rational decision to choose not to use condoms to that of not being able to choose to use them, there is a broad range of possible accounts.
Addressing poor condom use therefore is not a question of simply promoting them but a question of knowing and understanding these numerous factors, their interactions and additive effects and ultimately understanding what leads people to do what they do or can do in their individual situation with their own perspectives, understanding, resources and options.

How do we need to understand the entry 'sex workers' in that chart at the bottom left?
Sex workers with professional working conditions i.e. in brothels, agencies or as independent workers and are not street based drug consumers, are generally in good health with less then average STI and they are condom use educators:

I understand it as when sex workers are not in a position to use condoms either because they are not available, or because the client objects to them and the worker cannot refuse the client, or when sex workers are not working in "professional” working conditions.
"Sex work" would have been more appropriate and be more inclusive in particular of those for who sex work is not the main source of income and who therefore experience a different kind of psychological barrier, occasional sex work not being perceived as a risk.
